LD28652 was created to recreate the lack of BOL on LD27443
It appears that after Pre-plan activity but before the Carrier Rate is added, the BOL DRS should fire and add the BOL. It added BOL on LD28652 but did NOT on LD27443. Trying to determine why there is no BOL on LD27443.
