Ref: Load Process is a shipment level reference required for OB and Interfacility loads, each shipment (now SO) needs this reference. Users have historically applied this reference upon shipment creation and it is saved on a template so that it is there upon creation of the SO/EL.
Ref: LTL (values True/False) seems to be applied on all loads upon application of the carrier rate. I believe this reference is also for the ship plan extract (MBL export) from MG to FastTrak so that the shipping system has the mode, so it should be on the EL.

this is set please confirm

The LTL reference has a True/False value and should be triggered upon tender acceptance
Yes a rule can populate them.
How are they being created, when are they created, and where do you need
them to polulate
